  22. IV  THE RAINBOW DECLARATION 
  23.  
  24.      The Rainbow Declaration was written as an attempt to declare 
  25. what  the  people of the Earth, humanity,  should  agree  amongst 
  26. themselves  and what they should declare to their fellow  peoples 
  27. of the Cosmos as to their beliefs and intentions.  Its themes are 
  28. equality  and fellowship before God of all peoples of the  Cosmos 
  29. and  the basic rights of all peoples.  The prominent  mention  of 
  30. God  in  this document is wholly appropriate, I  believe;  and  I 
  31. cannot  conceive of a document discussing such basic  rights  and 
  32. truths  without  mention  of God.  If there  are  laws  that  are 
  33. universal,  then only God can establish them and command  respect 
  34. for  them.  If all people are part of a great family,  then  only 
  35. God  can  be its head.  I borrowed heavily from  great  works  of 
  36. human heritage and science fiction.  Such borrowings are intended 
  37. as acts of homage rather than plagiarism. 
  38.      The   Rainbow  Declaration  is  also  dialogue.   It  is   a 
  39. declaration to God that we recognize our place in the stars.   It 
  40. is  a  declaration to the government that we want  to  known  the 
  41. truth,  even if it hurts, and that we want the  extraterrestrials 
  42. to  be  dealt with in a unified front with the other  nations  of 
  43. Earth.   Finally,  it is a declaration to  the  extraterrestrials 
  44. themselves that we are ready for an open and equal dialogue  with 
  45. them,  that we expect the rights of all peoples to be  respected, 
  46. and  that  our  expansion into the Cosmos will not  be  at  their 
  47. expense.   In  particular, it will put the Reticulians'  Axis  on 
  48. notice that we view their conduct here as unacceptable. 
  49.  
  50.                     THE DECLARATION ANALYZED 
  51.  
  52.      The  Preamble to the Declaration is essentially a  statement 
  53. of  who  we  are as a people and our concerns as  people  of  how 
  54. precious  the Earth and its environment is to us.  I call for  an 
  55. end to slaughter of the whales, because I want all  victimization 
  56. of intelligent beings on Earth to stop; and the first step is  to 
  57. end our victimization of these intelligent, friendly creatures of 
  58. the sea, who were honored by special mention in Genesis as one  of 
  59. God's great creations.  (Reference 31) 
  60.      The first article states that relation between humanity  and 
  61. other  peoples  of the Cosmos should be open and  public.   there 
  62. should   be   no   secret  treaties   between   terrestrial   and 
  63. extraterrestrial  powers.  The document states that all of  these 
  64. relations should be handled through the General Secretary of  the 
  65. United Nations, actin in consultation with the Security  council, 
  66. and that the Security Council should ratify all agreements. 
  67.      This  may  strike  some of you as a  surrender  of  American 
  68. sovereignty to the United Nations, which many of you have a  poor 
  69. opinion  of.   However, the United States sits  on  the  Security 
  70. Council as a permanent member and has veto power over anything it 
  71. does  not  like.   (Reference 32)   Reportedly,  in  the  present 
  72. situation,  the United States is acting as an ambassador  to  the 
  73. Cosmos on humanity's behalf.  Considering all that has reportedly 
  74. transpired,  I  do  not think this reflects well on  us,  and  we 
  75. should  give  up  the  job.   The  United  Nations  is  a   human 
  76. organization and like humanity has many flaws and frailties,  but 
  77. the  United  States,  in  my opinion,  would  do  better  leading 
  78. humanity  as a loyal member of the United Nations than trying  to 
  79. pretend it speaks for humanity.  Much of humanity would  probably 
  80. resent  this deeply if they knew the United States were acting  n 
  81. this role. 
  82.      Article  two  begins by greeting our fellow peoples  of  the 
  83. Cosmos  and asking them to pay careful attention to the  list  of 
  84. basic  rights.  It also says that we think all peoples are  equal 
  85. in God's sight and this may be a revolutionary concept to some in 
  86. the  Cosmos.   Much  of  the  rest  of  the  document  is   self- 
  87. explanatory, except for the part about genetic code. 
  88.      The reference to genetic code deserves special  explanation. 
  89. It  was  decided  that this code must be  protected  because  the 
  90. genetic code of a people is an instruction book on how to live on 
  91. their  planet of Genesis and how to fight the many bacterial  and 
  92. viral  infections  found there.  Therefore, to  take  a  people's 
  93. genetic  code,  outside  of an open  scientific  exchange,  is  a 
  94. hostile   act  and  indicates  an  alien  power  is   considering 
  95. colonization of a planet with its own species. 
  96.      The final right is the right to assert and defend the rights 
  97. listed.   This  is not a fairy tale document; it was  written  in 
  98. recognition  that  some people, some nations, and  some  species, 
  99. understand only force.  Some in the Cosmos obviously believe that 
  100. might  makes right; this is not a new idea on Earth.   Many  have 
  101. believed  it in our history, but they were proved  wrong.   right 
  102. makes might, friends, and I have written The Rainbow  Declaration 
  103. that its truth might strengthen you. 
  104.      Finally, the Rainbow Declaration closes with the statements: 
  105. that  all  peoples  ought  to treat all  other  peoples  as  they 
  106. themselves desire to be treated, and that humanity's highest goal 
  107. is to join, as an equal partner, in the community of the  peoples 
  108. of the Cosmos.  The Rainbow Declaration is as follows:

  110.                      THE RAINBOW DECLARATION 
  111.  
  112. We, the people of Earth, do make this solemn Rainbow Declaration. 
  113. We Acknowledge our common childhood before the Creator, God,  and 
  114. Judge  of  all  the  Cosmos,  both  visible  and  invisible.   We 
  115. recognize  the planet Earth as our Planet of Genesis,  our  home, 
  116. and our hereditary treasure.  We pledge to keep and preserve  the 
  117. Earth  for  all humanity for all generations.  We call  upon  all 
  118. humanity to treat one another with kindness, justice, and  peace. 
  119. We call upon all humanity to work together to ease the effects of 
  120. hunger,  disease,  and  overpopulation.  Let  there  be  no  more 
  121. killing of the whales, great and small, and let humanity, and the 
  122. beauty of the Earth which is humanities. 
  123.  
  124. ARTICLE One 
  125.  
  126. In  true Unity there is strength and general benefit;  therefore, 
  127. on all matters concerning extraterrestrial peoples we shall be as 
  128. One.   We  recognize the office of the Secretary General  of  the 
  129. United  Nations,  acting  with  the advice  and  consent  of  the 
  130. Security  Council, as the sole representative of humanity in  all 
  131. dealings  with extraterrestrials.  All relations  and  agreements 
  132. will  be open and public, and all agreements must be ratified  by 
  133. the Security Council to be in force. 
  134.  
  135. ARTICLE Two 
  136.  
  137. To  our fellow peoples in the community of the Cosmos, we  extend 
  138. greetings; we recognize you as fellow children of the Creator  of 
  139. the Cosmos.  Please give careful consideration to our declaration 
  140. that it might serve as a basis for good relations. 
  141.  
  142. Section One 
  143.  
  144. We  hold  these truths to be self-evident, that all  peoples  are 
  145. created  equal  and  are  endowed by  the  Creator  with  certain 
  146. inalienable rights. 
  147.  
  148. Section Two 
  149.  
  150. The  right  of  Possession of their homeworld,  their  Planet  of 
  151. Genesis.  No one shall take any portion of their world from them. 
  152.  
  153. Section Three 
  154.  
  155. The  right of Sanctity of Planet of Genesis from alien  intrusion 
  156. or  interference.   No  alien visitation shall  occur  until  the 
  157. people realize their Unity and achieve space travel of their own; 
  158. this  is  the Prime Directive for all space-faring  peoples.   No 
  159. alien  spacecraft  shall  make close approach,  or  assume  close 
  160. orbit,  or  make  any landing, except openly and  by  consent  of 
  161. global authority.

  163. Section Four 
  164.  
  165. The  right of Possession of Genetic Code.  No alien shall take  a 
  166. people's  Genetic  Code  for any  sue,  except  under  reciprocal 
  167. scientific exchange, negotiated openly by global authority.

  190. The  right to permanent occupation of all bodies  orbiting  their 
  191. Planet of Genesis of the sun of their Planet, which is their Star 
  192. of  Genesis,  and permanent authority over the  space  containing 
  193. these  bodies. No alien bases may be established  permanently  on 
  194. bodies or stations orbiting a Planet or Star of Genesis, but must 
  195. be  evacuated upon landing by the people of this Planet or  Star, 
  196. except  there  shall be negotiated a  treaty  granting  temporary 
  197. lease.

  201. The  right  of Freedom of Peaceful Navigation of Space  shall  be 
  202. enjoyed  by  all  peoples  except where  it  conflicts  with  the 
  203. Sanctity of Planet of Genesis.

  207. The  right  of peoples to Assert and  Defend  the  aforementioned 
  208. rights  and  the right to give and receive  aid  consistent  with 
  209. These rights, when these rights shall be endangered.  In case  of 
  210. dispute, the burden of proof-of-innocence shall fall on those who 
  211. are  alien,  for it is the burden of the strong and  advanced  to 
  212. help preserve the rights of the weak and less advanced.

  214. Final Article

  216. We pledge to uphold these rights and principals in all  relations 
  217. with all peoples we shall encounter, whether we be aliens or they 
  218. in these encounters.  We declare that all peoples should seek  to 
  219. treat  all  other peoples as they themselves would desire  to  be 
  220. treated, and that all peoples of the Cosmos should seek  peaceful 
  221. and  mutually beneficial relations with each other.   We  declare 
  222. that it is our deepest desire that humanity might take its  place 
  223. as an honored and valuable member of the community of peoples  of 
  224. the Cosmos. 
  225.  
  226.               OWNERSHIP OF THE RAINBOW DECLARATION 
  227.  
  228.      The  Rainbow  Declaration was written by my hand, and  I  am 
  229. very proud of it; however, it does not belong to me.  It  belongs 
  230. to whomever embraces it and believes its truths and affirmations. 
  231. The  Declaration is, for this reason, not copyrighted and  anyone 
  232. may  reproduce or sell copies of it with my blessings.  It is  my 
  233. gift  to  humanity, because of humanity's faith and  courage  and 
  234. strength.   Perhaps  a  better declaration could  be  written;  I 
  235. encourage  anyone to try, but I desire, rather, that the  Rainbow 
  236. Declaration will be embraced by you for now, so that humanity can 
  237. move forward into its destiny. 
  238.  
  239.               THE RAINBOW DECLARATION AS NECESSARY 
  240.  
  241.      I believe the Rainbow Declaration, or some similar statement 
  242. of principles, is vital to the future of humanity.  Without  such 
  243. a document it will be harder for humanity to find the Way to  its 
  244. true  destiny.   The history of humanity is a  history  of  great 
  245. documents  that state transcendent principles.   These  documents 
  246. and declarations have served to light the Way of humanity and not 
  247. only articulated the consensus of the people but helped form it. 
  248.      I  therefore  urge  that the  Rainbow  Declaration  or  some 
  249. similar  declaration  be endorsed by the major  organizations  of 
  250. Ufology  and  from them to the Congress, and then to  the  United 
  251. Nations,  so  that all of humanity might come together  on  these 
  252. vital issues while we have time to discuss them objectively. 
  253.      Before  the future can occur, it must be imagined.  This  is 
  254. self-actualization.  Let us imagine and proclaim for ourselves  a 
  255. future  where  humanity is a light to the Cosmos, rather  than  a 
  256. blot  upon  it  or a victim of it.  Let it  be  that  when  other 
  257. peoples  of  the Cosmos think of us they imagine  a  "Rainbow  of 
  258. Light."  Let us look into the future. 
  259.  
  260. V  ADVICE TO A YOUNG SPECIES 
  261.  
  262.      You  are  a  young vigorous species and new  to  the  cosmic 
  263. scene.  You are strong and full of promise.  Here is some  advice 
  264. for you. 
  265.  
  266.      (1)  Trust in God, Guts, and Guns to preserve you mong stars. 
  267.  
  268.      (2)  Beware of Greeks bearing gifts. 
  269.  
  270.      (3)  Do justly to all people and preserve the family of life 
  271. on all worlds. 
  272.  
  273.      (4)  Never, never give in to bully boys with fancy toys. 
  274.  
  275.      (5)  Talk softly, but always carry a big stick. 
  276.  
  277.      (6)  A people becomes great because of what it loves --  not 
  278. because of what it hates. 
  279.  
  280.      (7)   Boldly go where no one has gone before, and seek  your 
  281. kindred and your destiny among the stars. 
  282.  
  283. VI  SUMMARY AND CONCLUSIONS 
  284.  
  285.      I have tried to convey to you my understanding of the  human 
  286. situation and the destiny o humanity.  I hope I have succeeded in 
  287. causing you to think in new ways about the past, the present, and 
  288. the future. 
  289.      I  have  spoken to you of the future and of an  increase  of 
  290. knowledge.  I have spoken of the day when Ufology as we know  it, 
  291. will pass away and will become exoanthropology, the  outstretched 
  292. hand  of  humanity  to other  peoples.   For  Ufology  represents 
  293. knowledge  in part, and when knowledge that is whole comes,  that 
  294. which  is  in  part must pass away.   Exoanthropology  will  then 
  295. become the forefront of humanity reaching out to other beings  in 
  296. the Cosmos. 
  297.      I  have told you we are most likely involved in  a  dialogue 
  298. with  other people of the Cosmos.  I think that if this is  done, 
  299. our  long journey to reach humanity's destiny will begin  on  the 
  300. right path and with the right guide. 
  301.      Life on Earth is sometimes harsh and brutal.  Good does  not 
  302. survive  or triumph on eArth merely because it exists.   It  must 
  303. continually  struggle.   I see no reason to believe life  in  the 
  304. Cosmos should be any different. 
  305.      I see on Earth the triumph of good, Goodliness, justice, and 
  306. democracy,  but  only  after  a long  and  bitter  struggle  that 
  307. sometimes looked hopeless.  Earth is part of the Cosmos -- not an 
  308. anomaly  of it -- and good triumphs here.  It must  also  triumph 
  309. elsewhere. 
  310.      It is possible that Mars holds the same drama recorded there 
  311. as  we see on Earth, but this drama ended tragically  there.   If 
  312. this is the case, let us never forget what Mars teaches us. 
  313.      Our participation in the dialogue of the Cosmos tells us the 
  314. same  message.  I think there is much good in the Cosmos as  well 
  315. as  evil; we know this from the reports of  friendly,  respectful 
  316. contacts we have heard, and we know it from the good we see  here 
  317. on  our  own  world and in our own people.  This is  how  I  know 
  318. things will be well in the end. 
  319.      However, if we are to achieve this good, we must strive  for 
  320. it,k  and  we  must declare our allegiance to  it.   We  must  be 
  321. prepared for struggle to ensure the triumph of good.  to see  our 
  322. true  path, we must have open eyes and minds.  We must  be  brave 
  323. and  force  ourselves  to  comprehend what  we  do  not  want  to 
  324. comprehend,  but which is true and must be accepted.   Only  then 
  325. can our light truly shine in the Cosmos. 
  326.      I tell you again that based on my analyses, the  Reticulians 
  327. and  their Axis allies mean to destroy humanity and possess  this 
  328. planet  for  themselves.  The character, depth, and  duration  of 
  329. their  activities  here can indicate nothing else.  You  must  be 
  330. prepared  to  use  any  means necessary  to  stop  them  in  this 
  331. intention:  to surrender is death -- to fight them is life. 
  332.      I  say further that if you are not prepared to  accept  this 
  333. sad  truth, even as a possibility, then you are not really  ready 
  334. to  know  the truth about the last forty years.   I  believe  our 
  335. government  can no longer keep this Star Wars Secret any  longer; 
  336. to  fight the Reticulians will require a level of  resources  and 
  337. public sacrifice no secret program can ask.  To gain victory over 
  338. the  Reticulians,  mobilization,  not secrecy,  must  become  the 
  339. government's first priority.  The terrible truth must be let  out 
  340. to be confronted by the government and ourselves and all of Earth 
  341. in  the broad daylight.  It is only then that this threat can  be 
  342. overcome.   You  have a role to play in this  conflict.   I  have 
  343. given you the Rainbow Declaration.  It is a powerful weapon;  use 
  344. it.

  364.      I  believe, with God's help, humanity is strong enough,  and 
  365. brave  enough,  and clever enough, to triumph  in  this  conflict 
  366. which  we  did  not  begin.  The Reticulians  may  be  a  Goliath 
  367. technologically,  but  morally and ethically, they  are  pygmies; 
  368. this is the root of their defeat. 
  369.      You  may  see in the Reticulians an  ancient  and  brilliant 
  370. race; I see a forlorn and empty people, fallen and corrupted from 
  371. the state wherein they developed the technology they now possess, 
  372. debasing  themselves on the Earth, victimizing the  helpless  and 
  373. crudely terrorizing the defenseless.  Their actions reveal  their 
  374. weaknesses -- as it is said "what you are shouts so loud I cannot 
  375. hear what you are saying." 
  376.      The fact that a nation should come to us from another  star, 
  377. riding  in  vessels  of  brilliant  technology  and  yet   commit 
  378. unspeakable  crimes here is shocking; yet it is quite  consistent 
  379. with our understanding of elemental evil from the ancient  books. 
  380. It  is  curious that Reticuli means "net," and the  net  is  used 
  381. throughout  the Bible as a symbol of evil, misfortune,  and  also 
  382. testing.  As it is written in Ecclesiastes 9:11: 
  383.  
  384.          "I  returned and saw under the Sun that the race is  not 
  385.          to  the swift nor the battle to the strong, neither  yet 
  386.          bread   to   the  wise,  nor  yet  riches  to   men   of 
  387.          understanding, nor yet favour to men of skill; but  time 
  388.          and chance happened to the all. 
  389.          "For a man knoweth not his time; as the fishes are taken 
  390.          in  an  evil net and as the birds that are caught  in  a 
  391.          snare;  so are the sons of man snared in an  evil  time, 
  392.          when it falleth suddenly upon them." 
  393.      We  also  see the net used as symbol of testing  in  Matthew 
  394. 13:01  and in the last, gentle moment of John's record of  Jesus, 
  395. (Reference 33) as perhaps an allegory of a testing of the nations 
  396. of Earth, which like the fish netted in the story number  roughly 
  397. 150.  So, perhaps someone who has known this all would occur  has 
  398. left  these  mysterious symbols of this knowledge.   So,  let  us 
  399. seek  the Way and the truth and the light, and oppose  evil  with 
  400. all our might. 
  401.      The Reticulians and their Axis do not know the Way; if  they 
  402. did, they would not do the things they have done here.  As it  is 
  403. written,  "by their fruits you shall know them."  (Reference  34) 
  404. So comfort yourselves in God and in the brave heritage of  Earth. 
  405. Perhaps a great storm comes, but all is calm now, and after forty 
  406. years  of the Reticulians's attempts to dominate here, the  Earth 
  407. still stands, and humanity still stands, more brilliant and  more 
  408. powerful than ever before.  So, let us be of good courage; if the 
  409. Reticulians  are  here  to destroy us, then  they  are  obviously 
  410. having  a difficult time.  For Sun Tzu instructs us:   (Reference 
  411. 35) 
  412.  
  413.          "There  fore  I have heard of military  operations  that 
  414.          were  clumsy, but swift, but I have never seen one  that 
  415.          was  skillful  and  lasted a long  time.   It  is  never 
  416.          beneficial  to  a nation to have  a  military  operation 
  417.          continue a long time." 
  418.  
  419.      If  it  is so, and I suspect it is, our  government,  rather 
  420. than being a villain, is actually a hero in many ways as are many 
  421. of  our  abductees, who have resisted the terror tactics  of  the 
  422. Reticulians.   It is mainly the government that has  opposed  the 
  423. Reticulians  for forty years.  Let us remember also that  if  the 
  424. Secret  Star  Wars scenario is true, then many brave men  of  our 
  425. nation  and many other nations have died fighting in a  war  that 
  426. few even guessed existed, their loved ones never knowing why they 
  427. died or how.  This same government made up of men and women  like 
  428. ourselves and prone to the same mistakes, has struggled  mightily 
  429. to  both hold the Reticulians' Axis at bay and at the  same  time 
  430. carry on a dialogue with them to try and gain desperately  needed 
  431. knowledge of their technology.  If this is so, then it is  little 
  432. wonder  that the truth has been hidden and why those who knew  it 
  433. have  kept this truth with such determined secrecy.  For  no  one 
  434. can  keep a secret like a man who believes he holds  truths  that 
  435. will  devastate  those whom he loves.  So, let us not  judge  our 
  436. government  nor condemn them for the mistakes they may have  made 
  437. in  this struggle.  I have not walked in their shoes and  neither 
  438. have you, so let us stand with them. 
  439.  
  440.                              SUMMARY 
  441.  
  442.          In summary, I have stressed three main points: 
  443.  
  444.               (1)  That it is the destiny of humanity to find its 
  445.               greatness and its kindred among the stars. 
  446.  
  447.               (2)   The  humanity is prepared  for  this  destiny 
  448.               because the Earth is a microcosm of the Cosmos  and 
  449.               its people, with the dynamics between people in the 
  450.               Cosmos resembling the dynamics of nations on Earth. 
  451.  
  452.               (3)  That in order to find the Way to its  destiny, 
  453.               humanity  must  make  a  document  similar  to  the 
  454.               Rainbow  Declaration  its creed and guide.   It  is 
  455.               only  in this way that humanity can find the  right 
  456.               Way to its true destiny in the stars. 
  457.  
  458.      Finally, trust in God, for He made the Cosmos both seen  and 
  459. unseen  and  all it contains.  Surely He has  helped  us  already 
  460. against the dangers of the Cosmos.  But He has also allowed these 
  461. dangers  to come upon us for His own mysterious reasons.  Let  us 
  462. not  disappoint  him  in our dealing  with  these  dangers.   God 
  463. delights in courage and bravery.  Be people of faith, like it  is 
  464. written,  who  "turned  to  fight  the  armies  of  the   aliens.
